There is quite a bit of interesting architecture downtown, and lots of colorful people, but I can't say I'd want to burn any K64 I had down there unless you were going for the "recording" of the times.

South Park has some great old houses, old restaurants. Kensington, as well. There is always lots of color and flair in Hillcrest, and to a lesser extent, in North Park. There's a really neat tower that was just reconstructed/repainted in City Heights. It's along the south side of University Avenue, east of the 805. Very vibrant blues/yellows on that.

Torrey Pines Gliderport always has some brightly colored action going (if it's windy enough), and there are some nice homes in the La Jolla/north PB area as well, but Del Mar is probably even better for beach house and funky architecture.

El Cajon has an antique/vintage car cruise every so often, lots of bright hot rods.
